DOLE adjustment measures program for Affected Workers due to COVID
The Department of Labor and Employment (DOLE) issued Department Order No. 209, series of 2020 on March 17, 2020, entitled, Adjustment Measures Program for Affected Workers due to COVID 19 for implementation of the COVID 19 Adjustment Measures Program (“CAMP”).
The State protects labor, and wishes to provide car, assistance, and services to employees affected by the emergency measures brought about by the COVID 19 pandemic. The CAMP offers financial support to affected workers in private establishments that have implemented Flexible Work Arrangements (“FWAs” - those that have implemented reduction of work hours/days, rotation of workers, and forced leave) or who have temporarily closed as mitigating measures due to the COVID-19 pandemic.
The affected workers are those in private establishments that have suffered employment interruption because of measures implemented due to the pandemic. They include those workers who work reduced hours and therefore received reduced regular wage (“retained workers”) and those workers whose are not working because of work stoppage (“suspended workers”).
The coverage of CAMP is from January 2020 until lifting of the Stringent Social Distancing Measures in the NCR on April 14, 2020 (unless extended by the IATF).
Under the CAMP, all affected workers of affected establishments shall be given a one-time benefit of Php5,000.00 by the DOLE.
The CAMP Program implementation guidelines are written in the D.O. Please note that it is the employer who will file the documents required to the DOLE. Once approved, the employer will receive and email from DOLE approving or denying its application.
The DOLE will disburse the financial support to the beneficiary’s payroll account through bank transfer within two weeks upon receipt of the notice of approval. Once the beneficiaries have received the financial support, the DOLE will send the affected establishment a “Notice of Completion” by email.
